What is the Department of Health and Mental Hygiene's process for Adopting Regulations?

The Department has an internal process which is governed by the Administrative Procedures Act under State Government Article, §§10-101 - 10-139, Annotated Code of Maryland and the State Documents Law under State-Government Article, §§7-101 - 7-222, Annotated Code of Maryland.

How can I obtain a copy of a regulation?

The Department of Health and Mental Hygiene’s regulations (COMAR) are available on-line from the Division of State Documents.

What if I have a specific question about a DHMH regulation, whom should I contact?

If you have specific questions regarding the content or the interpretation of a regulation, or if you wish to obtain a hard copy of a regulation, please contact the individual unit responsible for that regulation directly.
