Program Manager Senior I

LOCATION:    201 W. Preston Street
                          Baltimore, Maryland 21201
 
POSITION DESIGNATION:  This position is a management service position.
 
NATURE OF WORK:   This position serves as the Director of Procurement and Support Services with departmental leadership in procurement and contract policy, management and support services.  This position manages the procurement and contract process from planning to audit.  It oversees a significant staff and the processing of over 200 contracts which total over $700 M.  Procured services are wide ranging from health care service delivery to operations and administrative services.  This position develops policies, procedures and standards in contracting and procurement issues and ensures consistency with overall Department goals and objectives.  It oversees the Department’s procurement certification program and serves as liaison with the Board of Public Works, the Departments of Budget & Management and General Services.  Support service areas include communications, fleet management, facilities and warehouse operations among other areas.
 
MINIMUM QUALIFICATIONS/REQUIREMENTS: 
 
Education:       A Bachelor’s Degree from an accredited college or university.
 
Experience:      Six years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.  At least two years of this experience must have been supervisory or managerial.
 
Preferred Qualifications:   One or more of the following certifications: 
Certified Public Manager from the National Association of Purchasing Management (CPM);
Certified Professional Contracts Manager from the National Contract Management Association (CPCM);
Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) (CPPO/CPPB)
 
SALARY:                    $64,349 to $93,932 with potential growth to $103,328 (Grade 23)
