In December 2011, the Department of Health and Mental Hygiene submitted a report to the Maryland General Assembly regarding the next steps in the behavioral health integration process. As part of this process, the Secretary indicated that a proposal would be developed by September 30, 2012 to merge the Mental Hygiene Administration and the Alcohol and Drug Abuse Administration. In order to begin the process of developing a plan to integrate these two administrations, the Department is seeking public input on the following questions:
1. What are the key functions of a Behavioral Health Administration?
2. How should a Behavioral Health Administration be organized to accomplish these key functions?
3. What are the recommended transition steps to create a merged Behavioral Health Administration?
